Bill Giard

William Giard is the Vice President of Enterprise Architecture & Innovation at Blue Shield of California, a nonprofit health plan with $24 billion in revenue serving 4.8 million members in California’s commercial, individual, and government markets.  He is responsible for setting the overall technical direction to deliver high quality healthcare at an affordable price, using technology and advanced analytics to improve the member and provider experience.  He has over 25 years of experience in designing enterprise architectures and developing software solutions to support mission critical systems and improve business outcomes across supply-chain, product development, and enterprise infrastructure segments.

Prior to joining Blue Shield of California, he was the Chief Technology Officer of the Digital Transformation & Scale Solutions organization within Intel’s Data Platforms Group where he led the product feature prioritization, software enabling, and solution development for the Enterprise & Government data center business.
